update on 0.92.3b, etc

1. There is yet another developer's release up at
ftp://ftp.gnu.org/gnu/octal. This one is 0.92.3b. It includes the new
widget builder code with several new widgets. The noise machine has
examples on how to use them. It also includes improved control_box
organization... they are docked in a pane and can be torn out. Read the
enclosed HACKING file for more information. 

2. I can't quite update the webpage yet, as GNU moved the administration
of all project webpages to CVS and I am waiting for them to activate my
new account.
