Follow-up Comment #1:

It doesn't seem to be a regression.  Octave versions 3.4, 3.2.4, and 3.0.5 all
return [] in this case.  Perhaps the 2.9.X series returned 0, but those are
very old.

Are there any good reasons to adopt Matlab's behavior?  It seems slightly
bizarre that asking for the elements on the diagonal of an empty matrix should
return anything other than the empty set.
