I've checked in a change so that --enable-static can work again, though it may
not do exactly what you think it should:

Since this changeset allows me to build Octave with various combinations of
--(en|dis)able-shared, --(en|dis)able-static, and --(en|dis)able-dl, I'm
closing this report.
