Follow-up Comment #1:

Polar could probably me modified to support prop/value pairs, but note that
Matlab does not support this extended option either
(http://www.mathworks.com/help/techdoc/ref/polar.html).  Octave is no worse
than the competition in this regard so I'm lowering the priority of this item.
