Follow-up Comment #14, bug #31976 (project octave):

My bad.  The problem is with MinGW so the code I wrote was correct.  It was
the comment that was wrong.  It should be:


if (ispc () && ! isunix ())
   ## MinGW-only stuff
else
   ...
endif
