You're specifically complaining about the lack of oct-types.h? That was intentionally removed a long time ago: http://hg.savannah.gnu.org/hgweb/octave/rev/11844593875a It looks to me like the problem is that the database package just never got updated to reflect the new Octave "API". I'm closing this bug, marking it as a duplicate of bug #38098.
