Follow-up Comment #2, bug #38075 (project octave):

One sed invocation per substituteion would be bad.

Couldn't this also be a sed script in a file?  Does it have to be Perl?

ENV works here?  All those values are exported from Make without having to do
so explicitly?

Well, if it works and you've already done it, then go ahead and commit the
change.
