Follow-up Comment #2, bug #37571 (project octave):
Here's a patch that adds this function.
It's lacking on the help text though. Each of the subfunctions has its own
documentation and I first tried to convert it to phrase it Octave style, but
removed it after making some mathematical mistakes.
Also, the original Test Matrix toolbox had other matrices that matlab choose
to not include. I didn't add them either.
If no one opposes, I'll push it tomorrow.
