Follow-up Comment #2, bug #39112 (project octave):
hmmm .... I'm at the same revision.
On my system, libgpg-error installed
./usr/i686-pc-mingw32/bin/gpg-error-config
When running mk-dist, and making the libgcrypt, the path n my system is
/home/jdonoghue/mxe-octave/usr/bin:/home/jdonoghue/mxe-octave/usr/bin:/home/jdonoghue/mxe-octave/usr/bin:/usr/local/bin:/usr/bin:/bin:/usr/games:/usr/local/sbin:/usr/sbin:/home/jdonoghue/.local/bin:/home/jdonoghue/bin"
Which doesnt include ./usr/i686-pc-mingw32/bin which would be why it is
failing.
I will do clean build to verify.
