Follow-up Comment #3, bug #39555 (project octave):

There is both a menubar and a toolbar which may be interacting with the
figure's position size.  With the changeset below, the menu bar is visible
provided no axes objects are present.

The area reserved for the figure's canvas is consistent with the figure's
"position" property.
