Follow-up Comment #12, bug #40545 (project octave):

Thanks Torsten!

With this patch applied the preferences 
dialog opens without causing the freeze.

I have to do more thorough testing but at 
a first look it seems all other preferences
work.

I still see the annoying warning about using
postscript font names, but that is just a warning.
