Follow-up Comment #4, bug #40962 (project octave):

No, I do not see the GUI become maximized spontaneously. The only effect I see
is the maximized window becoming smaller after a random number of restarts.

In gnome-shell, if I intentionally make the GUI height larger than the display
size, the height is simply truncated to the available space on the next
restart. If I make both dimensions larger than the display, then yes the GUI
does start up maximized the next time. But then again, after some number of
restarts it spontaneously becomes unmaximized.
