Yes, both runtests and run_test_suite work given the right paths, but I agree
it would be a nice feature to be able to test a package with the pkg command
without having to specify paths. The pkg commands already have code for adding
the directories of a package to the load path, a new "pkg test" command could
make sure the package is loaded and call runtests on each of the directories
of the package.
The major differences between runtests and run_test_suite are runtests shows
errors in the console, does not create a fntests.log file, and it lists all
function files that are missing unit tests.
