Some of my old plotting scripts crashed in 3.8 when executed via remote shell
without window system, because figure(1,'visible','off') tries to open a
figure window when the figure is already existent:

octave:1> figure(1,'visible','off')
% No window opened
octave:2> get(gcf,'visible')
ans = off

octave:3> figure(1,'visible','off')
% Existing figure 1 now made visible despite explicit property setting
octave:4> get(gcf,'visible')
ans = on

Seems like this was introduced in
