trying to install a package globally does not work anymore. I get

pkg install -forge -global general

error: 'desc' undefined near line 29 column 41
error: evaluating argument list element number 4

column 16
error:   /usr/local/octave/scripts/pkg/pkg.m at line 327, column 30

I am using the current octave-dev tip.
