Follow-up Comment #3, bug #41653 (project octave):
For windows MXE, the installer copies openblas or refblas to libblas.dll
during the install. (so there is the option of which to use)
However, back when I first put openblas in mxe, enabling openblas meant that
it compiled and linked with openblas at the expense of the ref blas.
I'm in the process changing the enable-openblas option to link always against
ref blas but create openblas library to match the installer option, so it wont
matter which was used.
