Follow-up Comment #3, bug #41828 (project octave):
If the OP is monitoring this bug report, can you confirm whether you were
running Octave in a vanilla Windows environment or in Cygwin? And how Octave
is being launched?
Cygwin is blend of Windows and Unix that I don't fully understand, but if I
recall the right way to launch the GUI on Windows is using the octave-gui
executable directly, while on Linux and Unix that does not work, the octave
wrapper executable should be used. Based on comment #2, it looks like it's
behaving like Unix in this regard, and that is the same behavior I see on
Linux.
