Update of bug #31596 (project octave):

                  Status:                    None => Confirmed              
                 Summary: Plotting non-english characters wrong => Printing
plots with non-ASCII characters wrong

Follow-up Comment #7:

Updating title to reflect the current situation. Plotting correctly displays
non-ASCII characters with both gnuplot and fltk but printing to a file does
not show the right characters.
