Follow-up Comment #2, bug #41453 (project octave):

I have submitted a patch that tries to solve the bug by introducing a new
function spnorm () that, as the name says, is supposed to be a norm for sparse
matrices. It solves the performance issue with the sparse 2-norm using Carlo
de Falco's idea in comment #1. 

I've written an m-file instead of a C++ function because svds is already an
octave script.
