Follow-up Comment #21, bug #41699 (project octave): Yes, if you're building mxe-octave yourself I think you can add --enable-openmp to the src/octave.mk file that builds Octave. I haven't built it with mxe in a while, but it looks like there are some variables in that file for configure flags. You might want to add it to one of the CONFIGURE_OPTIONS variables that you know are being used, e.g. $(PKG)_EXTRA_CONFIGURE_OPTIONS.
