Follow-up Comment #3, bug #42444 (project octave):

The message was crypic, but the error report seemed
pretty clear.

There is a general rule, unstated, that
if LIB XX is required, so is XX-devel. This
is pretty obvious, since the headers are in -devel,
but easy to overlook.

Documentation and messages could be improved...
