Summary: besself from signal package seems to be
nonfunctional => signal package: besself fails on band pass filter

Thanks for your bug report. Confirmed here also with 3.8.1 and current signal
development branch.
Function is not completely nonfunctional, it does work for a lowpass filter,
e.g.
[b,a] = besself (6, 0.2);
