Details:

Hello,

have installed octave-3.8.0 on windows 7 64bit without errors(experimental GUI
and Command Line)

 pkg install signal-1.3.0.tar.gz
bundles of packages are not allowed
error: called from 'install' in file
C:\Octave\Octave-3.8.0\share\octave\3.8.0\m\pkg\private\install.m near line
90, column 11

I can set break points
C:\Octave\Octave-3.8.0\share\octave\3.8.0\m\pkg\private\install.m to debug
install.m but at breakpoints
the program is not halted. 

What's going on? I have an old min-gw installed,have tar and gzip.
