Follow-up Comment #1, bug #43824 (project octave):

A bit of speculation: such issues can also be caused by the installation
routines invoked in Windows, or some inheritance of the installer's process
properties by Octave, maybe even related by anti-malware SW.
Did you have to specify the administrator password?

Admittedly it may not be as it should, but I'm not too worried that Octave
lacks a bit of functionality until after a first restart.
