The prepad function creates a warning when the first parameter is a string.
The postpad function creates no such warning. There was no warning in 3.8.2.

octave:1> prepad ("Hello World", 15, "!")
warning: implicit conversion from numeric to char

ans = !!!!Hello World

This patch copies postpad's behaviour in prepad and disables the warning
