Follow-up Comment #14, bug #39446 (project octave):

"invalid build environment" - don't say that too loud.

Some devs are still building natively on Windows, at least until recently
(John D). I see no reason why that shouldn't be supported.
Perhaps the classdev developer (Michael G) is still building with MSVC... (the
whole MSVC setup in MXE was his anyway)
