Follow-up Comment #76:

The MXE build was broken for most of today, but is now restored, and I'm
testing your patch.

I applied the patch, but MXE didn't seem to realize that it needed to rebuild
libgomp.  I specifically rebuilt that component and am now re-building Octave.
 I've checked the log file and OpenMP was detected and the correct compiler
switches are being thrown so that's a start.  I won't have answers until
tomorrow.
