Follow-up Comment #1:

Confirmed, however I'm not sure how useful this change would be. It seems like
it would be more confusing to have the editor toolbar be separated from the
editor window. The editor window itself can be docked and undocked from the
Octave window, but the toolbar stays with the editor window.
