Follow-up Comment #17, bug #43099 (project octave): @Philip: I meant no offense and hope none was taken. It is definitely important to have Octave working on Windows. IMHO, the title of this bug is correct: * On Windows, workspace pane shows utf-8 strings correctly. * On Windows, editor and command terminal show gibberish for utf-8 encoded files/strings. (On GNU/Linux, both are fine.) @lostbard: understood.
