Thanks for the report.
Which version of windows are you using? Where did the 3.8.2 octave come from,
and was it installed via the nsis installer, or some other method.
Can you try 4.0.0-rc2 and see if it has the same problems?
It should be untaring to the system temp folder, not c:\user, which should be
the folder matching environment variable TEMP, or if that isnt defined, the
environment variable TMP, if neither of those work, then it will attempt to
use c:\temp
