Follow-up Comment #1:

Confirmed.  I bet in the Qt case there is an internal call to refresh the
figure after the axis is first drawn and a second time after the points have
been plotted.  The code in __init_fltk__.cc does a pretty job of calling the
FLTK event loop parsimoniously.
