Follow-up Comment #26, bug #44912 (project octave): I tried to revert changeset bd1369a2a651 only (using hg diff --reverse) and, without it, Ctrl-C works when used for copy but still doesn't work as an interception. So there might be two different issues, one related to bd1369a2a651 (for copy) and one elsewhere (for cancel).
