Follow-up Comment #3:

The handling of the floating widgets as independent windows seems to prevent
the shortcuts for the main window's from working when a floating widget has
focus. Changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/ac3746f39fab
fixes this issue by adding the actions which should be available in all
widgets (copy, paste, select all, undo) to the widgets, too.
