Follow-up Comment #14, bug #45082 (project octave):

build and host tell it information for cross compile, and shouldn't be needed
for native compile.

build-pkg-config worked for me - haven't gotten to pkg-config yet.

libiconv worked for me.

I am using msys2 32bit, and running the Mingw-w64 win32 script to run msys.
