Try to delete that file. It may be a left-over from earlier Octave
installations. Because there are spaces in the paths mentioned in that
.octaverc file I suppose it never worked well and screwed up previous Octave
installations too.
FYI, Octave searches in several places, in a well-defined order, for startup
files. You home dir ("C:\Users\GiovanniB") is one of those locations. Look
here:
