Follow-up Comment #24, bug #45488 (project octave):

The inline method of 


hf = figure (1, "visible", "off");


is preferred and should eliminate the flicker.  I almost made that change
yesterday when I was cleaning up the files, but decided not to change anything
since it didn't seem to be causing problems.

Now it is a problem so go ahead and change all of the m-files to use that
syntax.
