Follow-up Comment #2:
I can confirm a failure to change directory in ~/.octaverc when starting
Octave 4.0.0 or the default version. I've only seen it once when starting the
GUI, but repeatably when starting with --no-gui. Using --no-gui-libs instead
(or octave-cli) works correctly. Feels like a race condition within the GUI
initialization that may be setting the working directory, updated summary to
reflect.
Are you sure EDITOR is also not working? Because all other commands work fine,
it's only changing the directory that is a problem for me.
