Details:

The attached changeset allows "./run-octave -g -cli".

Motivation:  Recently, I got the GUI exiting cleanly despite a crash of the
interpreter, and so I couldn't use GDB to find where the crash was, and so
wanted to run it with the CLI.

Current behaviour:  ./run-octave accepts a single argument, and passes the
second argument to the called program.
