Details:

Matlab has an implementation in core [1].

Octave currently has psi and psi_n in the unmaintained gsl package [2, 3]. 

There is also third-party code that could be used as a basis for
implementation if we don't want core Octave to depend on GSL, e.g. [4]
(LGPL).
