Follow-up Comment #34, bug #47346 (project octave):

Rik:  I just compared the file in 
/usr/local/share/octave/4.1.0+/m/scripts/testfun/__have_feature__.m
with the one in the source, and they do not match.
The source file is like what you have.
AND, running make does nothing.
AND make install also does nothing.

So, a problem is that the make; make install is not correct.
