Follow-up Comment #18, bug #45458 (project octave):

I could get the 30+ sec delay on my windows 7 machine if I delete the
fontcache from %LOCALAPPDATA%\fontconfig

After it generated it, I didn't have any delays, not any issues with later
runs of octave plotting

Looking around, on mine, no fontconfig cache was added to %TEMP%, so no
potential issues on reboots.
