Follow-up Comment #3, bug #47590 (project octave):
if you used the zip (or 7zip?) file of the windows version, you need to run:
pkg rebuild
the first time you run Octave so that it can create an internal list of all
installed packages. the .exe installer takes care of this for the user, but
the zip version does not.
