Follow-up Comment #20, bug #41148 (project octave):

As a first step, a changeset is pushed which considers winsock2 at configure
time. I can't test it, maybe someone likes to do it. On MINGW, it should
substitute HAVE_WINSOCK := yes in src/Makefile and define HAVE_LIBWS2_32 as 1
in config.h.
