Follow-up Comment #40:

Confirmed in my Ubuntu 14.04 VM, building the dvi and pdf fail with
texinfo.tex from revision 7189, with or without the ^L characters that were
added in that revision. Thank you for taking the time to investigate and
bisect this.

So some change made to texinfo.tex in rev 7189 is not working with our doc
build, with GNU Texinfo 5.2 and TeX Live 2013.20140215, but works fine with
GNU Texinfo 6.1 and TeX Live 2016.20160523.

This commit was made on 2016-05-28, so still very fresh. Does anyone who
understands Texinfo and/or TeX better than I do volunteer to discuss this on
one of the texinfo mailing lists?
