Follow-up Comment #40, bug #46758 (project octave):

builds the tarball and MXE cross-compiled version of Octave to have an
up-to-date system."
Since this is going to be such a pain, and will eventually get fixed by the
distros, why don't we require that the officially generated version done by
jwe be created on an up-to-date system with a working rsvg-convert?
