Follow-up Comment #1:

Can you test whether this is due to a change in the windows terminal of
gnuplot? The gnuplot built for Windows was updated from version 4.6.7 to 5.0.3
between the 4.0.2 and 4.0.3 builds.

I think the easiest way to test this would be to download gnuplot 4.6 from
http://gnuplot.info, install it, and tell Octave where it is (using the
gnuplot_binary function).
