Follow-up Comment #2:

Looks like this was just an oversight in the build system.  I checked in a
change which exports the scripts/testfun/private directory into the tar.gz
tarball.  I haven't tested that it makes it all the way into the generated
distribution with MXE-Octave, but I don't imagine there is any further
problem.
