Follow-up Comment #5, bug #48696 (project octave):
I have made a changeset to compile gnuplot for windows with flag
"DISABLE_SPACE_RAISES_CONSOLE".
Attachment file : bug48696-01.patch
This patch disable "space raise console for gnuplot windows"
and accidental pop-up of console can be avoided as long as users use
gnuplot embedded in octave for windows.

Please verify this patch, modify it (if necessary) and apply it to the source
tree.

Perhaps the motivation to use gnuplot on the official site instead of embedded
one is demand to use full feature of gnuplot graphics_toolkit.
Print command in gnuplot graphics_toolkit supports cairo based ones tikz ones.
If gnuplot embedded with octave supports those features
, most user use it.
However this discussion should be made in bug #48474.
