As of 11/16/16, the following files do not have a copyright notice at the head
of the file.

This may, or may not, be an issue.  These files are very specific to Octave
and it is unlikely that anyone would be able to grab the code and use it
profitably for themselves.  On the other hand, a lot of the files for building
Octave do have a copyright notice so why not be consistent?
