Details:

Whenever I type a lowercase << b >> in either the Command Window (octave-gui)
or with octave-cli, it's interpreted as << ^R >>.

The problem doesn't show up in the Octave Editor window. It's also not
happening in Terminal or any other CLI (e.g. Python3).
